What is the cheapest / best camcorder to use Pro for a chance to get into a good film festival (sun dance)?

I am a writer and I think I can be a great director, but I am not familiar with the equipment I need. Someone Can I say how much it costs to get the essential starting material for my film at least semi professional look.
