A good video editor for the effects of short films that supports HDV and is less than $ 200?

I did some videos with my P4 and standard mini-DV camcorder, but I'm stepping up to a qaud core and high-definition disc drive. I always used free software and have been please with the results, but it is time to step it up. What are your thoughts?
