Advice on digital cameras, the shutter speed, shutter lag, the picture quality, etc?

Hello, I want to buy a good camera digital, which has a fast shutter speed 1 / 2000 approx. and shutter lag is also important .. I do not want it to have 3 minutes to take a picture! Ill be taking pictures of children running around, and cars driving by .. fast ideally id like to spend less than $ 300. Any suggestions. Thank you so much for any tips!
