Digital Cameras Shutter Lag

The non-digital SLR has the smallest time lag when the flash is off?
I have an old HP digital camera, and am looking to upgrade it. I just want a point and shoot, nothing particularly fancy. My biggest problem with my current camera is that it takes sooooooo long to take a picture when I turn Flash, which distorted the image ends! From what I read here that has to do with shutter lag, but not sure. I do not know much about photography. Other features I'm looking for are:-use SD card-rechargeable battery image stabilization, slim design I do not want an SLR, why not suggest it, I know they are more capable, but they are not what I'm looking for. I just want a camera to take on the stock spontaneous photo opportunities! Thank you.
Shutter lag is a common annoyance. There is also a generally little known, something simple, but important that you need to know how to deal with it. This is an excellent site, but very technical. I'm with you about not wanting to pay and take about a SLR all the time. Some people (I know them) buy an SLR after being so frustrated with his "simple point and shoot" camera and still do not know what the difference is keeping the shutter button halfway can do.
